Hemmel is the leader of the Pioneer City Resistance.
Some time prior to 2068, Hemmel became the leader of the Pioneer City Resistance. No one else in the resistance knows about Hemmel's life outside of the resistance.[cast]
In 2068, Hemmel visited O, Fortuna[c3p10], where they were introduced to Pandora.
Pandora asked Hemmel and Natalya if she could join the resistance, but she couldn't articulate why she wanted to join.[c3p11] Though Natalya was eager to let Pandora join, Hemmel asked Pandora to first consider why she wanted to join and what she could do for the resistance.[c3p12] After Pandora walked away, Zero scoffed at the idea of a Helper joining the resistance, but Hemmel firmly reminded Zero that the resistance fights for people like Pandora.[c3p13]
Later that night, Hemmel informed the other resistance members that the Courier they were waiting for entered the city, and worried that the courier might have gotten caught.[c4p3]
When Pandora brought a customer back to meet Hemmel, thinking the customer was the courier, Hemmel angrily asked why the customer was late, before realizing the customer was not actually the courier.[c4p5] After the "cop" who had entered the bar revealed himself as the courier, Hemmel watched Zero examine the data drive the courier delivered. As the courier prepared to leave, Hemmel stopped him,[c4p14] and asked him to pay Isabelle.[c4p15] Shortly afterwards, Hemmel witnessed Pandora's combat capabilities, and welcomed her to the resistance.[c4p17]
Three weeks later, Hemmel learned that Petrichor of the Sector 36 Resistance was arrested. Hemmel tasked Natalya, Con, and (against Con's objection) Pandora with assisting in a rescue mission.[c5p4]
On the road, Hemmel tried to assure Con it was okay to bring Pandora along.[c5p5] Hemmel explained call signs to Pandora, and offered to let Pandora choose one for herself, but Pandora couldn't choose a call sign due to her programming.[c5p6]
Upon finding the police station where Petrichor was captive, Hemmel and Natalya observed that it did not follow the standard design for police stations. In the absense of a blueprint of the building,[c5p7] and against Con's objection, Hemmel allowed Pandora to volonteer to break into the station.[c5p8] After a cop saw Pandora, Hemmel and Natalya assured Con that they could rescue both Petrichor and Pandora.[c5p12]
Pandora observed Hemmel and their colleagues on a camera in the police station, so she distracted the cops,[c5p13] allowing Natalya to break the wall holding Petrichor.[c5p14] Hemmel then instructed Natalya to create a "bigger bang" as a diversion.[c5p15] The smoke Hemmel used didn't last as long as they expected, which Hemmel said they would complain to the vendor about.[c5p18] Hemmel then witnessed Pandora incapacitate the cop with his own gun,[c5p19] and congratulated her for her quick thinking. On the ride home, Hemmel gave Pandora the call sign "Charm."[c5p21]
One month later, Hemmel explained to the resistance a plan to steal crucial information from Eric Fishguard, the Junior Undersecretary of Commerce.[c6p5]
Hemmel claimed that Fishguard has information that could be useful for assassinations,[c6p6] but warned that it was essential that Fishguard not suspect anyone had stolen the data.[c6p7]
Some time later, Hemmel went on a resistance mission with Pandora, Con, Zero, and Natalya. After returning to O, Fortuna, Hemmel left when Veronica mentioned having a new employee who didn't know about the resistance.[c9p8] That evening, Hemmel heard from Pandora that Veronica's new employee, Echo, was interested in joining the resistance.[c9p16]
Hemmel asked Zero to do a background check on Echo.[c9p17] Subsequently, Hemmel had two other resistance members[c9p18] take Echo blindfolded to the resistance base. Echo told Hemmel she was skilled in infiltration and combat, but refused to tell Hemmel about her past.[c9p19] Zero sent Hemmel a picture of Echo posing with the Pluto City Office of Public Order.[c9p20] Hemmel asked Echo if she was a cop.[c9p21]
Since Echo refused to answer,[c10p1] Hemmel ended the interview and encouraged Echo to leave the city. Pandora protested, but Hemmel reminded Pandora that their lives depended on tight security.[c10p2] At the resistance base the next day, Hemmel played Land of Legends: Lost with other resistance members.[c10p8] Hemmel was surprised to see Echo walk in the door.[c10p9] After hearing Echo's explanation as to how she found the base[c10p10], Hemmel said they had to reconsider how they conduct interviews.[c10p11] Hemmel listened to Echo tell her story, before tentatively welcoming Echo to the resistance.[c10p17]

Natalya is Hemmel's second in command.[c3p10] Though they sometimes have conflicting ideas about how to run the resistance, Natalya seems to respect Hemmel's authority, and Hemmel seems to value Natalya as a teammate.[c3p10][c3p12][c4p17][c5p15]
Noor is in the Pioneer City Resistance under Hemmel's leadership.[c6p6] As of Chapter 11, we have seen little direct interaction between them.
Miss Fortuna is in the Pioneer City Resistance under Hemmel's leadership.[c3p10] Veronica lets Hemmel use O, Fortuna as a place for the resistance to conduct business and plan.[c3p9][c6p5][c9p8]
Zero is in the Pioneer City Resistance[c1p15] under Hemmel's leadership.[c3p10] Though they sometimes disagree, Zero seems to respect Hemmel's authority.[c3p13][c9p17] Hemmel and Zero also play Land of Legends: Lost together.[c10p8]
