Noor Shah is a medical doctor and member of the Pioneer City Resistance. She runs a private practice called Circle Grove Clinic,[c2p10] and does not work in Pioneer Medical Heights.[c6p9]
At some point prior to 2068, Noor became a medical doctor and started running a private practice. Among her patients was Isabelle Monday.
She met but Veronica Fortuna as a client, but Miss Fortuna saw Doctor Shah as more than a client. Miss Fortuna ended their relationship so that she could sort out which of her feelings about Doctor Shah were genuine and which were fake. This was hard for Noor to hear.[c7p5]
In 2068, Isabelle Monday made a last-minute appointment with Dr. Shah, to have Doctor Shah see Pandora. Noor was angry at Isabelle for getting into more trouble, but she took Pandora back for a private appointment.[c2p10] Doctor Shah and Pandora discussed Pandora's desire for transition,[c2p11] and Noor explained that an adult Helper's endocrine system is very similar to that of a human. Noor warned that Isabelle likely couldn't afford to pay for Pandora's HRT in addition to her own,[c2p12], but Isabelle and Pandora made kitty eyes at Noor until Noor agreed to pay for Pandora's medicine.[c2p13] As Isabelle and Pandora prepared to leave, Noor warned Isabelle that taking care of Pandora would be a significant challenge,[c2p14] before threatening to hurt Isabelle if Isabelle allowed harm to come to Pandora.[c2p15]
A few months later, Noor visited Miss Fortuna, and commented positively on Pandora's progress with HRT.[c6p3] When Isabelle was horrified upon learning Pandora's age, Noor explained the process of Helper aging to Isabelle.[c6p4] As Hemmel explained their plan to steal important data from Eric Michael Fishguard, Noor scolded Isabelle for allowing Pandora to shoot a cop.[c6p6]
Veronica and Noor attended the party of Hamilton Smith-Rawnsley[c6p7], and Doctor Shah reflected on how she hadn't been to a rich person's party in a long time.[c6p8] Noor explained to Hamilton that she runs a private medical practice, and looked uncomfortable when Hamilton suggested it was profitable.[c6p9]
In a corner of the party, Doctor Shah told Miss Fortuna that Doctor Shah how uncomfortable she was talking casually with rich people, but that she enjoyed spending time in the corner with Veronica.[c6p12]
Later, Doctor Shah explained to a crying Isabelle that Helpers die young as a means of planned obselecense.[c6p18]
Noor tells Isabelle it's possible someone will develop a cure to Helpers' kill switch in 20 years.[c7p3] After Isabelle walks away, Noor explained to Veronica that it would be illegal to try to find a cure for Helpers, before accidentally bringing up Veronica and Noor's past breakup.[c7p4] As the two discussed their breakup, Noor accepted Miss Fortuna's reason for ending their relationship, while acknowledging that Noor had trouble accepting it at the time.[c7p5]
Later, Doctor Shah was shocked to see Pandora and Adrastea bring Hamilton's Helpers in to the party.[c7p12] Noor abruptly shouted out that she was a "doctor of Helpers" in response to Miss Fortuna's attempt to cover for the Helpers.[c7p13] As the party progressed, Miss Fortuna encouraged Doctor Shah to try to find a cure for Helpers' kill-switch despite the risk of legal action.[c7p19]
After the party, Doctor Shah witnessed Pandora explain how she got data from Adrastea,[c7p20] and Pandora and Isabelle's emotional interaction in the car-ride home.[c7p21]
A month later, Doctor Shah had a psychotherapy appointment with Pandora, in which Pandora described a reoccurring Nightmare of Kyndley hurting Isabelle.[c8p4] Noor told Pandora that nightmares don't necessarily have a meaning, and asked Pandora if she understood why they were meeting.[c8p5] Doctor Shah reminded Pandora that Doctor Shah is was certified as a therapist, and that she was conducting research on Helpers.[c8p6]
Noor listened as Pandora described her experiences at the Helper Corporation facility,[c8p7][c8p8][c8p9] and Pandora explained she is interested in overcoming her programming.[c8p10] When Pandora sadly stated that Isabelle doesn't want to own Pandora, Noor told Pandora that Isabelle was not rejecting Pandora.[c8p11]
Pandora continued to explain her experiences during training and how she came to realize she was a girl.[c8p12][c8p13][c8p14][c8p15] Pandora then asked Doctor Shah if her dream meant there was a part of her that wanted to hurt Isabelle.[c8p16] Noor continued questioning Pandora,[c8p17] leading Pandora to admit to getting frustrated with Isabelle.[c8p18] Pandora noted the irony that she was only fighting her programming because Isabelle wanted her to,[c8p18], but Noor assured Pandora that no one expected her to overcome her programming quickly or easily,[c8p19]. Doctor Shah also assured Pandora that she would eventually find more reasons to fight her programming, and offered Pandora medicine to help sleep.[c6p2]

Miss Fortuna has a long history with Doctor Shah.[cast] Their relationship began with Doctor Shah as a client, but Veronica always saw Noor as more than a client, and she ended the romantic aspect of their relationship to avoid hurting Doctor Shah by accident.[c7p5] Noor wishes she and Veronica could meet up more often, but Doctor Shah doesn't normally want to visit Miss Fortuna's club.[c6p3]
Doctor Shah and Zero are both in the Pioneer City Resistance, but As of Chapter 11 they have had very little direct interaction.
