Noor Shah

Noor Shah is a medical doctor and member of the Pioneer City Resistance. She runs a private practice called Circle Grove Clinic[1], and does not work in Pioneer Medical Heights[2].

Relations
Pandora
Doctor Shah was initially sweet to Pandora, while appearing visibly angry with Isabelle for getting mixed up with Pandora[3]. Noor helped Pandora begin medical transition[4], and even agreed to cover the cost of Pandora's medicine herself[5]. Pandora said Doctor Shah is nice[6]. Nonetheless, Doctor Shah did inadvertently reinforce Pandora's belief that Pandora is "broken,"[7], a belief Pandora needed to overcome[8][9][10].
Pandora and Noor remain on good terms in subsequent interactions[11][12][13], though Doctor Shah is angry when she hears Pandora shot someone[14].
Isabelle Monday
Doctor Shah is Isabelle's doctor[15] and Resistance buddy[16]. Doctor Shah wants Isabelle to stay out of trouble[17], and she warned Isabelle of the challenge involved in caring for Pandora[18].
Isabelle was shocked when Doctor Shah and Pandora told her about Helper lifespans[19][20], and Doctor Shah tried to console Isabelle[21]. Doctor Shah was also angry at Isabelle when she found out Pandora shot someone, though Isabelle denied responsibility[22].
Isabelle had enough trust in Doctor Shah to bring Pandora to see her both for endocrine health[23] and for therapy[24].
Con Young
Noor and Con are both members of the Pioneer City Resistance. Noor was angry at Isabelle upon learning that Pandora shot someone, but Isabelle tried to redirect Noor's anger, as Con was the one who was supposed to be watching Pandora that day[25].

Veronica Fortuna
Miss Fortuna has a long history with Doctor Shah[26]. Their relationship began with Doctor Shah as a client, but Veronica always saw Noor as more than a client, and she ended the romantic aspect of their relationship to avoid hurting Doctor Shah by accident[27]. Noor wishes she and Veronica could meet up more often, but Doctor Shah doesn't normally want to visit Miss Fortuna's club[28].
Zero Angiers
Doctor Shah and Zero are both in the Pioneer City Resistance, but As of Chapter 9 they have had very little direct interaction.
Trivia
- Between the releases of Chapters 7 and 8, users in the Pandora's Tale Discord voted for Noor as their favorite Book 1 character in the Ultimate Pandora's Tale Book 1 Character Tournament. Noor defeated Natalya in the final round[29][30], after narrowly beating Pandora and Isabelle earlier in the tournament.
- Xan created a Mii based on Doctor Shah and other resistance members in Miitopia. She is a Stubborn Cleric, and her favorite food is Banshee Tears.[31][32][33].
