Van Tilburg is a wealthy mob boss[1] working in Pluto City[2]. He and his accomplice[3] Beck are responsible for the murder[4] of Crossland[5]. He owns a Helper whom he abuses[6]. Van Tilburg and Beck were arrested by Echo and two other cops[7]. Despite the airtight evidence Echo collected against them, the police decided to drop charges against Van Tilburg and Beck, as it would make them look bad to prosecute a cop.[8]
